New Approaches to Innovation Management
Two problems concerning innovations and their management are under discussion in this paper. First of all, a new approach in understanding innovations as an object of innovation management and their role in economic development of society is offered. Under this term “innovation” a new satisfaction of needs (or meeting the demands in a new way), the creation of a new market and a new consumer is meant, thus, differing from the traditional point of view on innovations as an aspect of activities for developing and working out new technologies and goods. This new approach to innovations results from the innovation resource analysis, their types and their role in the development of the enterprise’s economic activities and the society on the whole. The second problem, being discussed in the paper, deals with the proposal not to use the term “know-how introduction” so popular in this country. This term implies some negative shade of obstructing the innovation development at the enterprise. Such terms as “monitoring of innovation opportunities”, “subject to innovations”, “strategic planning of innovations” are offered for describing innovation processes and actions at the enterprise instead. Activities in innovation changes of the organization enter the strategic planning logically. Moreover, it is the very procedure of strategic planning that allows to reveal the sources of financing innovations at the enterprise. Applying the portfolio analysis of the trends in the company’s activities, in particular, is supposed to go along with strategic planning, re-distributing the resources (material, financial, human), their possible releasing and their further use in innovation development.

Administrative innovations and economical development of the society
In the paper the problem of transformation of the concept "innovation" together with economical development of the society has been considered. The author proves that the defining element of the innovation activity of any subject is an effective technology of innovation commercialization. The administrative innovations play the special activising role in the economical development of the society, this type of innovations influences on the process of innovation development on the basis of novelties as well.

The increase of the production effectiveness on the basis of the management innovations
The paper has analyzed management innovations as a factor forming new management technologies which are a necessary condition of development and change of technological structures in the society. The author has considered the role of management innovations in the increase of the production effectiveness in three different aspects.

The analysis of models of scientific and technological advance as a factor of economic development
The paper has analyzed models of scientific and technological advance with the exogenous character of progress, i.e. caused by external factors independent of the economics state variables, and to the endogenous technical progress, i.e. internally peculiar to economics. The ambiguity of the link between "scientific and technological advance" and "economic growth" has been considered as well.

The paper highlights the retrospective analysis of economy of scientific and technological progress. Problems occurring while studying economic mechanisms of science and engineering development have been considered; special attention has been paid to the problem of estimating economic result of application of R & D activity.

Theoretical approaches to investigation of management of complex economic systems innovation development
The theoretic positions of the complex economic systems innovation development on the base of the modern theory (synergy) as alternation of stability and variability conditions and changes of randomness and order conditions have been substantiated in the paper. The management of innovation process development by resonance activation of evaluation structures by management innovations application presupposes accelerated access to one of the structures-attractors in the intensification mode and provides the following stable functioning in the innovation updating mode.

Conceptual approach to estimation of innovative development of an enterprise
The essential condition for innovative development of an enterprise is the modernization of the management system on the base of management innovations. The evaluation of the innovative development of an enterprise is based on the growth of a selected economic indicator when modernizing the management. The growth is calculated on the base of the simulative neural-network model of the enterprise.
